Launcher doesn't download mods So I played around some in the workshop and subscribed to some mods, later when I launched Rome 2, the launcher didn't pick up any mods, and it still doesn't. I have re-installed the game, done that thing with game cache - nothing works.. So basically I can't use mods from steam anymore, cause the launcher won't download them. After that, my downloads are all working fine now. Not sure if it's a direct result of my actions, or a coincidence, but for anyone still having problems it would be worth trying. Also the "border states" were unionist states, who also had slavery. You also have to remember that the territories below the mason Dixie line had slaves after the civil war. Finally, the slave trade was illegal in the north as was breeding, but owning, inheriting, and transporting slaves was not.
